Victor C. M. Leung received the BASc (Hons.) in electrical engineering from the UBC in 1977. He attended graduate school at UBC on a Natural Sciences and Engineering Research Council Postgraduate Scholarship and completed his PhD in electrical engineering in 1981. He returned to UBC as a faculty member in 1989, where he is currently a Professor and the inaugural holder of the TELUS Mobility Industrial Research Chair in Advanced Telecommunications Engineering. His research interests are in the areas of architectural and protocol design and performance analysis for computer and telecommunication networks, with a current focus on wireless networks and mobile systems. From 1981 to 1987, Dr. Leung was a Senior Member of Technical Staff at Microtel Pacific Research Ltd. (later renamed MPR Teltech Ltd.), specializing in the planning, design and analysis of satellite communication systems. He also held a part-time position as Visiting Assistant Professor at Simon Fraser University in 1986 and 1987. In 1988, he was a Lecturer in the Department of Electronics at the Chinese University of Hong Kong. He is a member of the Institute for Computing, Information and Cognitive Systems at UBC. He also holds Guest/Adjunct Professor appointments at Jilin University, Beijing Jiaotong University, and South China University of Technology in China.
Prof. Leung is a registered member of the Association of Professional Engineers and Geoscientists of British Columbia. He has served on the editorial boards of the IEEE Transactions on Wireless Communications, the IEEE Transactions on Computers, Computer Communications, the Journal of Communications and Networks, etc. He has guest-edited several special journal issues, and served on the technical program committee of numerous international conferences. He was the General Chair of WC2010, AdhocNets 2010 and QShine2007. He is the General Co-chair of Chinacom 2011. He was the General Co-chair of BodyNets 2010, EMC2010, IEEE/IFIP-EUC2009, and MSWiM2005. He was TPC chair of the wireless networks and cognitive radio track of IEEE VTC-fall 2008 and a TPC Vice-chair of IEEE WCNC 2005.
Chong-Yung Chi

Chong-Yung Chi received B.S. degree from Tatung Institute of Technology, Taipei, Taiwan in 1975, Master degree from National Taiwan University, Taipei, Taiwan in 1977, and Ph.D. degree from the University of Southern California, Los Angeles, California, in 1983 all in Electrical Engineering. Currently, he is Professor of National Tsing Hua University, Hsinchu, Taiwan. He has published more than 240 technical papers (with citations more than 6351 times by Google-Scholar), including more than 85 journal papers (mostly in IEEE Trans. Signal Processing), more than 140 peer-reviewed conference papers, 3 book chapters, and 2 books, including a recent textbook (432 pages).
Professor Chi has been a Technical Program Committee member for many IEEE sponsored and co-sponsored workshops, symposiums and conferences on signal processing and wireless communications, including Co-organizer and General Co-chairman of 2001 IEEE Workshop on Signal Processing Advances in Wireless Communications (SPAWC). He was an Associate Editor (AE) of IEEE Trans. Signal Processing for 9 years (5/2001~4/2006, 1/2012~12/2015), and he was a member of Signal Processing Theory and Methods Technical Committee (SPTM-TC) (2005-2010), a member of Signal Processing for Communications and Networking Technical Committee (SPCOM-TC) (2011-2016), and a member of Sensor Array and Multichannel Technical Committee (SAM-TC) (2013-2018), IEEE Signal Processing Society.

Prof. Tong is currently working with Hainan University, PR China, as a specially-appointed professor. He got his PhD degree from Wuhan University, and then he went to Guanghua School of Management, Peking University and as a visiting scholar. In 2016, he was selected as the Top Young Talent of North China University of Technology. In 2017, he was selected as the Top Young Talents of High-level Teachers Program in Beijing Universities. Professor Fu graduated from Sun Yat-Sen University and got his Ph. D in administrative management in March 2015. He is a "top-notch talent" in Hainan Province, and currently serves as the managing director of the Management Modernization Research Association of Hainan Province, and an argumentation expert on the adjustment program of administrative divisions in Hainan Province. He presided over 1 National Social Science Fund project, 1 Ministry of Education Youth Fund project, 2 provincial-level projects, more than 10 other various types of projects, and participated in more than 10 province, including "Chinese Public Administration", "PLOS ONE", and "Social Behavior and Personality". He has won the second prize for outstanding achievements in the National Ageing Policy Research, the third prize for the National Civil Policy Theory Research, and the third prize for Hainan Province Social Science Excellence.
